Show Safe Level 3: Tactical

When an incident unfolds at a major event, no single agency can resolve it alone. Show-Safe: Tactical is a one-day course built around a live multi-agency exercise, giving you the chance to practise joint decision-making before you have to do it for real.

Who it is for

• Police and local authority representatives
• Event and venue operations leads
• Suppliers, contractors and security or stewarding providers
• Medical, transport and infrastructure partners
• Anyone who works jointly with event operations at Silver (tactical) command level

What you will do

• Take part in a Safety Advisory Group meeting, briefed as a specific agency and holding information others do not have
• Work through the Joint Emergency Services Interoperability Principles (JESIP) and the Joint Decision Model, and see how they relate to the Bearing decision-making frameworks, MBED and LSJF
• Explore where agencies’ priorities, terminology and legal responsibilities overlap, and where they clash
• Run a mini tabletop of operational decisions covering information sharing, resourcing, crowd management, welfare and inclusion
• Complete the day’s main exercise, escalating to a joint decision that must be ratified across agencies
• Debrief against JESIP principles and the documented multi-agency failures identified by the Manchester Arena Inquiry

What you will take away

• Practical experience of establishing a shared picture across agencies under pressure
• A clearer understanding of what each partner is accountable for, including duties under the Civil Contingencies Act 2004, the Terrorism (Protection of Premises) Act 2025 (Martyn’s Law), UK GDPR and the Equality Act 2010
• Awareness of how the Green Events Code of Practice is increasingly raised in licensing and Safety Advisory Group discussions
• Confidence communicating decisions outward so that partners are working from the same picture
• A Certificate of Participation and Assessed Contribution in Joint SOC
