About this Event
At New Horizon Youth Centre we are committed to improving systems and outcomes for young people (16 to 24) fleeing and/or becoming homeless due to community violence. This project is called the Blueprint.
As part of the project, the Blueprint is committed to hosting personalised Relocation Panels for young people who have to move from their home borough to a new borough due to community violence.
A Panel's purpose is to ensure that each young person receives wraparound support during their relocation to a new area, including a smooth transition of existing professionals, referral to relevant external agencies and support with settling into this new environment. The young person will be involved with the Relocation Panel from the point of referral to the Panel's closure ensuring they are able to shape their journey and have autonomy over the resettlement process.
The Community of Practice will launch the personalised Relocation Panel Project outlining how the Panels were designed and developed, and how it will work in practice from the point at which a young person is considered eligible through to case closure.
The session will give professionals an opportunity to share best practice and take part in solution focused discussions about barriers that may prevent them from engaging with the Relocation Panels. There will be a discussion panel comprising of leading sector experts Kate Bond (New Horizon Youth Centre), Charlie Rigby (The V.I.P), Dr Julia Jenkinson (Principal Clinical Psychologist) and Zach Hinckson (Brent Council). They will answer questions from professionals in attendance and share examples of best practice.

Panellist
Kate Bond – Head of Service for Youth Justice at New Horizon Youth Centre.
Kate has spent the last 25 years working with children and young people impacted by, and involved with, the criminal justice system. During this time, Kate has worked with young people in Pr*son, across the secure estate, and in community settings. Since 2012, Kate has worked at New Horizon Youth Centre, a charity supporting young people experiencing homelessness and housing instability. In her current role as Head of Service for the Youth Justice team, she leads work to improve housing options for young people impacted by exploitation and community violence. Her work is rooted in both direct support and wider systems change, challenging the barriers that prevent young people from being safe, recovering from harm, and moving forward with their lives.
Before joining New Horizon Youth Centre, Kate spent over a decade working across three London local authorities across roles in Children’s Social Care and Youth Justice.
Charlie Rigby - Founder & CEO The V.I.P - The Violence Intervention Project.
Charlie has worked with young people since 1996 in a variety of social settings including: activity camps, youth centres, social services and youth justice. He founded the Violence Intervention Project in April 2017 with the aim to develop therapeutic relationships with young people involved or at risk of serious youth violence, outside of conventional clinical settings.
Charlie has led VIP's development of embedding shame informed practice, which recognises shame as a central, often unspoken driver of violence, exploitation, and other unhealthy social issues. This work has grown into The Shame Initiative (TSI), through which Charlie and his team have shared the model beyond VIP's own frontline services to a wider audience of professionals across policing, health, housing, local authorities, social work, education and youth justice.
Dr Julia Jenkinson - Principal Clinical Psychologist, Operational and Clinical Lead for Islington Young People's Service (ICAN, Vanguard/Elevate, YPS Core Team)
Julia Jenkinson is a principal clinical psychologist who has worked with children and young people for almost 30 years, across children’s social care (as a social worker) and the NHS (as a clinical psychologist). Since 2011, she has specialised working with young people affected by youth violence, initially across secondary pupil referral units in Islington and Newham and then as a specialist practitioner within an integrated gangs team.
For the past four years, Julia has been the operational and clinical lead for Islington Young People’s Services, which includes Islington Vanguard, the Islington Collaborative Action Network (formerly the Gangs Team),and the Young Persons Pathway in the Core Team. These services support young people with complex social, emotional and mental health needs who face barriers to accessing mainstream services. Their approach is flexible and collaborative, using community outreach to build relationships, recognise young people’s strengths and empower them to shape the support they receive. Julia has been working in partnership with New Horizons Youth Centre since 2023.
