Defending Baltics 2026: The War Above UsUkraine’s Lessons for Air, Space, Strike and National Continuity

Defending Baltics 2026 is a high-level international defence and security conference focused on the lessons of the war in Ukraine and what they mean for the defence of the Baltic region and Europe.
This year’s conference will focus on the air domain and the wider battlespace above us — from drones, missiles and persistent ISR to electronic warfare, long-range strike, air defence and the protection of critical infrastructure.
The programme is structured around three core capabilities:
DETECT — ISR, space-based capabilities, sensors, electronic warfare and early warning.
DEFEAT — air and missile defence, C-UAS, long-range strike and the ability to produce at wartime speed.
ENDURE — critical infrastructure protection, continuity of government and essential services, and rapid recovery after attacks.
The conference will bring together military leaders, policymakers, defence experts, industry representatives and Ukrainian practitioners.
Alongside the main programme, Defending Baltics 2026 will feature the Defending Baltics Industry Expo, curated B2B meetings, partner and industry sessions, expert discussions and selected closed-door events.
The programme and expert discussions are being developed together with RUSI, GLOBSEC and other international and Ukrainian partners.
Organised by Locked N’ Loaded and Civic Resilience Initiative, in cooperation with the European Commission, Ministry of Foreign Affairs of Lithuania, Ministry of National Defence of Lithuania, Friedrich Naumann Foundation for Freedom, Embassy of the Kingdom of Norway and Vilnius City Municipality.|
