This event brings together a group of specialists who examine Russia’s hybrid warfare methods from regions separated by great geographic and strategic distance - from the Arctic to Africa. Although they work in very different environments, they address the same patterns of influence, pressure, and hybrid tools, making their combined perspectives especially valuable.
Their insights offer a rare opportunity to understand the broader picture of how Russia’s soft power, disinformation, cyberattacks, and other hybrid methods manifest across continents. At a time when such tactics continue to shape the politics European and global security, a conversation that unites experts from these distant regions is both highly relevant and urgently needed.
The panel will explore shared patterns behind Russia’s soft power, influence strategies, and hybrid tools, and discuss their implications for democratic resilience and societal security.
Speakers include:
Philip Obaji, Nigerian journalist specializing in Russia’s activities in Africa
Marianne Riddervold, Research Professor and Expert of the Security and Defense Research Group at the Norwegian Institute of International Affairs (NUPI), serving as moderator
Dr. Andreas Østhagen, Director of the Arctic and Ocean Policy Research Area at the Fridtjof Nansen Institute
Kaspars Ģērmanis, researcher at the Center for Geopolitical Studies in Riga, Latvia
Uldis Elksnītis, representative of the European Commission, providing a European perspective
The session will conclude with a screening of “Life We Do Not Choose: Russian World” (Latvia, 2025), a documentary produced in cooperation with the Museum of the Occupation of Latvia and filmed in the former KGB building. The film offers a powerful portrayal of the human cost of Russia’s war against Ukraine and underscores the importance of safeguarding democratic values.
