Philippines Ministerial Delegation Visit to Cambridge

The first senior Philippine delegation of government, industry and universities comes to Cambridge the day after Microelectronics UK at ExCeL London.

Corieh Dichosa, Executive Director of the Philippine Board of Investments at the Department of Trade and Industry, leads the delegation together with Assistant Secretary Napoleon Juanillo Jr of the Department of Science and Technology.

Assistant Secretary Juanillo oversees PHITEST, the Philippine Technology Evaluation and Standards for Testing programme. It is a joint initiative of the Commission on Higher Education and DOST, building a national network of accredited centres to validate Filipino technologies to international standards.

PHITEST covers six industries:

• Electric vehicles and aviation
  
• Climate change and resilience
  

Semiconductors and electronics is the first cluster, and the delegation includes its six PHITEST Master Trainers. They come from:

• Mindanao State University–Iligan Institute of Technology
  
• Caraga State University
  

Four Philippine companies from the semiconductor industry will also present. EMS Group provides electronics manufacturing and semiconductor test services. Xinyx Design, Embedded Silicon and Smartfox Data Solutions are IC design houses.

The delegation will then hear from Innovate Cambridge, the University of Cambridge, Cambridge Science Park, Trinity College and Cambridge Enterprise. An open discussion and a networking lunch follow. TusPark hosts the morning.

TusPark Holdings UK — TusPark Holdings UK is the UK arm of Tus-Holdings Co., Ltd. (TUS), the science park and technology investment group created from Tsinghua University Science Park (TusPark) in Beijing. From Cambridge Science Park and Newcastle it runs science parks and investment services and helps UK start-ups and businesses enter the Chinese market.

Philippine Board of Investments (BOI), Department of Trade and Industry — The Philippine Board of Investments (BOI) is the government's lead investment promotion agency, attached to the Department of Trade and Industry. It promotes industries and investment opportunities, assists Filipino and foreign investors, and acts as a one-stop shop for doing business in the Philippines, providing advisory and aftercare services.

Department of Science and Technology (DOST), Philippines — DOST is mandated to provide central direction, leadership and coordination of Philippine scientific and technological efforts for maximum economic and social benefit. With the Commission on Higher Education, it launched PHITEST (Philippine Technology Evaluation and Standards for Testing) in 2026 to test and certify Filipino technologies.

Innovate Cambridge — Innovate Cambridge leads an inclusive, ambitious innovation roadmap for Cambridge, which it describes as the UK's best-positioned innovation ecosystem. Its strategy, underpinned by a partnership of over 200 organisations and charter signatories, aims to give the city's science, innovation and business communities what they need to succeed.

University of Cambridge — The University of Cambridge is a public research university in Cambridge, England, and one of the world's oldest universities. It has been at the forefront of academic study and research since 1209, and its mission is to contribute to society through the pursuit of education, learning and research.

Cambridge Science Park — Founded in 1970 by Trinity College to bridge academia and industry, Cambridge Science Park was Europe's original science park, inspired by Trinity's former bursar Sir John Bradfield. It is the UK's longest-established science park, home to around 170 companies and 7,000 innovators.

Trinity College, Cambridge — Trinity College is a constituent college of the University of Cambridge, founded by Henry VIII in 1546 through the merger of Michaelhouse and King's Hall. Its former bursar Sir John Bradfield founded Cambridge Science Park in 1970, and the College remains a major owner and supporter of Cambridge's innovation estate.

Cambridge Enterprise — Cambridge Enterprise is the commercialisation arm of the University of Cambridge. It helps academics and students create impact from their research, offering advice on consultancy, the protection, development and licensing of ideas, new company creation and seed funding.

EMS Group — EMS Group of Companies is a Philippine electronics manufacturing and engineering services group. It provides electronics manufacturing, engineering services, recruitment, global deployment and technical workforce development to global industries.

Xinyx Design — Xinyx Design is a Philippine IC design services company with over 15 years of experience. It provides end-to-end silicon design services, from specification and RTL design through verification and physical implementation, for customers worldwide.

Embedded Silicon — Embedded Silicon is a Philippine technology development and consulting firm specialising in IC design, embedded systems, rapid prototyping and ASIC conversion, positioning itself as a full-stack development partner serving market demand quickly.

SmartFox Data Solutions — SmartFox Data Solutions, Inc. is a silicon and systems design services provider based in Manila, Philippines, founded in 2015. It offers digital IC design and verification, FPGA and embedded systems, and software and QA/testing services.
