From the NSYC website: Please note – Council meetings are held in public, so members of the public may attend and observe. However, they are not public meetings, and members of the public may not take part at any time they choose. Speaking is only permitted during the public session at the start of the meeting, or when invited by the Chairman. Any matters raised during the public session should relate to items on the agenda. At times, the meeting may move into private session to discuss confidential matters, during which members of the public and press will be asked to leave.
