From external intervention to local ownership: Scaling teacher development

Drawing on Aprender's Apto Cascade model, this seminar explores how education systems can build sustainable local capacity by developing in-country Fellows, education officers and coaches to support school leaders and teachers. It will examine the tensions between scale, contextual adaptation and fidelity, asking what must remain consistent, what should be locally determined and how power and ownership can genuinely shift towards local actors.
