Keynote Speech — King's European Week 2026 — Futuring Europe in Turbulent Times: Strategic Thinking for Acting TodayAmbassador Pedro Serrano will share lessons based on many decades of experience in foreign affairs and diplomacy for anticipating and shaping Europe’s future. He was until recently the EU’s ambassador to the UK and before that served as the Chief of Staff to the European Union’s High Representative/Vice-President Josep Borrell Fontelles. He will reflect on the difficulties of how a body like the EU can pursue long-term strategic goals, while responding to crises or emergencies. He will also present potential longer term future scenarios of the European Union’s future role in foreign affairs – and will reflect on the key factors, actors and developments that influence which of these more or less desirable scenarios is likely to materialise in reality.
A panel of academic experts in the field of foreign policy and diplomacy will respond to the speech and offer their own reflections on how European foreign policy can help to shape a better future – or at least mitigate the least desirable outcomes.
