This seminar examines how district education offices in Ghana navigate competing bureaucratic, political, professional and community demands. Drawing on survey data and 75 interviews across three districts, it shows how local context, institutional actors and leader agency shape district organisational strategies. These responses help explain variation in education policy implementation and support to teaching and learning in schools.
