CALL FOR PAPERS | International Academic Conference
Exile Governments and Political Refugees in 20th-Century Europe: Sovereignty in the Face of Totalitarianisms
Marking the upcoming 85th anniversary of the Declaration of St. James's Palace on punishment for war crimes (13 January 1942), the Pilecki Institute invites historians, legal historians, legal scholars, political scientists, and researchers from related disciplines to submit paper proposals for an international academic conference on governments-in-exile and political refugees in 20th-century Europe.
About the Conference:
The conference aims to explore the European authorities-in-exile during World War II and the legacy of their cooperation, as well as the broader historical, legal, and political framework of their operation. We seek to examine how 20th-century totalitarianisms forced politicians and dissidents into exile, tracing the dynamics from the interwar period through World War II and its aftermath.
Suggested Themes & Topics:
We welcome submissions addressing, but not limited to, the following areas:
• Governments-in-exile during and after World War II
• Exile authorities during World War I and conceptual frameworks of representation (e.g., Polish National Committee)
• Comparative studies on various governments-in-exile and emigré political movements
• Relations between host states and exile authorities
• Biographical studies of exiled officials, statesmen, and political actors
• Political refugees from Nazi Germany (post-1933) and Bolshevik Russia
• Relations and communication channels between exile governments, home country populations, and underground movements
• The political agency, international standing, and legacy of exile politics
