State of the Arts closes out our three-part series with the broadest conversation yet: arts funding, public policy and who really gets a say in what gets made. The sculpture in the plaza, the mural on the hoarding, the live music spilling out of a venue that only exists because a rule changed. Almost none of it happens by accident.
