What was the Molalla City Council told when it made the decision to dramatically reduce Parks System Development Charges—and what actually happened afterward? On Monday, November 16, from 5:00–6:45 PM at the Molalla Public Library, I will host a public listening session examining the City's 2019 SDC decision.
We will listen to the actual audio from the City Council work session where the changes were presented and discussed. I will pause at key points to compare what Council was told with the City's own records, the structure of the SDC changes, subsequent development, and the financial consequences that followed.
Among the questions we'll examine:
Why was a major reduction in Parks SDCs discussed in the context of encouraging commercial and industrial development when the reduction also applied to residential development?
What was Council told about the amount of residential development Molalla could expect?
What happened when significant residential and multifamily development followed?
How did the reduction, phase-in of other SDC increases, and later changes affect the amount collected for Molalla's park system?
What do the City's own records tell us—and what questions remain unanswered?
You don't have to take my word for any of it.
Come hear the meeting for yourself. We will look at the underlying records and walk through the numbers together.
Hear the record. Check the math. Draw your own conclusions.
This is an independently organized community event and is not sponsored or endorsed by the Molalla Public Library or the City of Molalla.
