In-person briefing for primes, consultants and subcontractors on the resumption of VTA DBE goal setting and participation credit.
VTA has resumed DBE goal setting and the counting of eligible DBE participation on federally assisted contracts.
Prime contractors, consultants, subcontractors, subconsultants, small businesses and DBE firms on VTA contracts or want to work on a VTA are invited to an in-person information and Q&A session. The session will explain what has changed in the DBE Program, outreach to small businesses who could be DBE certified, what affects the resumption has on current contracts and what action firms must consider to remain compliant on a federal funded VTA contract, and best of all what is VTA’s upcoming work.
Who should attend
- Prime contractors and prime consultants on federally assisted VTA contracts and who want to work on federally assisted contracts
- DBE, Small Businesses, subcontractors and subconsultants currently working on VTA contracts or want to work on a VTA contract
- Firms that were DBE-certified BEFORE October 3, 2025
- Small Businesses who want to be certified as a DBE
- Project executives, project managers, contract managers, and subcontract administrators, who want to learn about the changes in VTA’s DBE Program
- DBE and small business compliance, diversity, and business development staff
- Staff responsible for substitutions, subcontract modifications, utilization, or payment reporting
Why this session matters
The U.S. Department of Transportation’s October 3, 2025 Interim Final Rule (IFR), required DBE firms to complete a reevaluation under revised federal eligibility rules. Firms that did not successfully complete that process are no longer eligible to be counted toward DBE goals, nor on the DBE Directory..
This can affect active VTA contracts—where the DBE certification was relied upon for contract award.
Do not assume prior DBE certification is still valid.
As a Small Business you may be eligible to apply for a DBE certification. The IFR opened the door for Small Businesses who are socially and economically and disadvantaged due to personal or business circumstances are now eligible to be certified as a DBE.
