About this Event
The course
This course provides an introduction to evaluation. It will cover three key types of evaluation: Impact, Process and Value for Money evaluation. The main tools used across all three evaluation types will be considered including evaluation planning, Theory of Change, evaluation questions and methods for data collection.
The course will draw on the Magenta Book (2020) and other sources of good practice e.g., the National Audit Office’s guidance on Value for Money analysis, to demonstrate evaluation techniques and application in practice.
Who should come?
The course is designed for economists and analysts new to evaluation. It is particularly suitable for:
- Economists or analysts who would benefit from an introductory overview to expand their knowledge on evaluation to support current or future evaluation work.
- Economists or analysts who are involved in commissioning or reviewing evaluation research now or in future.
Learning outcomes
The course will give you a foundation to support you participating in and commissioning evaluation studies. In particular, the course will enable you to:
- gain a solid understanding of evaluation tools, methods and applications,
- develop confidence as an intelligent user of evaluations and build insights into the uses of evaluation,
- be confident in commissioning evaluation and recognise the key differences between evaluation proposals.
Course delivery
The course will be delivered in person by Dr. Ulrike Hotopp over one day. It will be a highly interactive course and a copy of all slides and materials used will be circulated after the course.

Your tutor
Ulrike Hotopp is the founder of LIVE Economics ltd, a economic research and evaluation company. Ulrike is on the Council of the Society of Professional Economists and is former Vice President of the UK Evaluation Society. She teaches economics at the University of Kent. Ulrike is a member of the Competition and Market Authorities Merger Panel and the Enforcement Decision Panel at OfGEM.
Ulrike has worked on a wide range of economic topics across the public and private sectors, covering labour market regulation, international trade, innovation, energy, environment and agriculture conducting ex post evaluations and cost-benefit analysis, including working on the 2012 edition of the Magenta Book.
Prior to setting up LIVE Economics Ltd, Ulrike was in the British Civil Service where she was a member of the Government Economic Service and the Senior Civil Service. She worked at the former Departments of Trade and Industry (DTI), Energy and Climate Change (DECC), the Cabinet Office and was Chief Economist and Director for Analysis at the Department for Environment, Food and Rural Affairs (DEFRA).
