How did local communities engage with Habsburg imperial institutions, administrative practices, and above all with the political pressures of democratization, to forge group solidarities in the Habsburg Monarchy? Citizens' activism within the Habsburg state transformed its character, created new understandings of the state's obligations to its citizens, and forged fateful understandings of the political and social implications of "cultural difference." The lecture explores these dynamics through the case of Israel Kohn, a Jewish lawyer who lived and worked in Budweis/České Budějovice.
