About this Event

Please save the date for our upcoming in-person San Francisquito Creek (SFC) Multi-Agency Coordination (MAC) Tabletop Exercise (TTX) Hosted by City of Palo Alto Office of Emergency Services (OES), and Valley Water. This exercise is designed to validate and standardize Inter-Jurisdictional Standard Operating Procedures (SOPs) for the coordinated regional response to significant flood events, involving the City of Palo Alto, adjacent jurisdictions, and external coordinating agencies.

TTX OBJECTIVES AND FUNCTIONAL CAPABILITIESThe objectives for this TTX directly address improvement actions identified in last year’s SFC MAC group's After-Action Report / Improvement Plan (AAR/IP).

I. Functional Area: Assess cross-jurisdictional operational readiness based on predictive El Niño weather modeling data, specifically evaluating compound risks from atmospheric rivers, King Tides, and coastally trapped Kelvin waves.

  • Evaluate multi-jurisdictional response contingent upon inundation thresholds and predictive El Nino weather modeling data .
  • Validate Inundation Triggers & Thresholds: Review and validate predetermined coastal/inland inundation thresholds to ensure timely resource pre-positioning and public emergency notifications.
  • Conduct MAC PIO group functional simulation: Messaging development/ jurisdictional collaboration and public information sharing driven by real-time events

II. Functional Area: Coordinate and Plan a Multi-Jurisdictional Coordination, Agreements, and Resource Management

  • Standardize Situational Awareness Tools: Present and evaluate a unified, multi-jurisdictional flood-level matrix to establish a common operational picture across agencies.
  • Validate Inter-Agency Agreements & Emergency Plans: Review existing mutual aid agreements, Emergency Action Plans (EAPs), and Multi-Agency Coordination procedures to ensure seamless cross-boundary support.
  • Operationalize Evacuation Planning via Predictive Modeling: Formalize multi-jurisdictional evacuation procedures within emergency plans by leveraging Ladris evacuation modeling to identify critical resource shortfalls, clearance times, and routing bottlenecks during a major flood event.
