Before we began managing Santa Clara County's groundwater in 1929, pumping was uncontrolled. Parts of the county sank nearly 14 feet, and seawater spread into 57 square miles of shallow aquifers near San Francisco Bay.By the 1970s, our efforts had stopped groundwater overdraft, halted land sinking, and prevented seawater intrusion from moving farther inland.
Now, nearly a century later, we're continuing our commitment to protecting groundwater with the 2026 Groundwater Management Plan. This plan guides how we protect, replenish, and sustain local groundwater, building on decades of successful water management to ensure reliable groundwater for future generations.
Valley Water’s Board of Directors will hold a public hearing and consider adopting the draft plan on Nov. 10, 2026.
