Nonimmigrant Entrepreneur? Change F-1 / OPT / STEM OPT to H-1B Cap Exempt

I am on-call, daily, Monday through Thursday, 10 AM to 4 PM, to meet nonimmigrant entrepreneurs possessing highly specialized knolwedge from the attainment of a U.S. degree or its equivalent interested in changing their status to part-time H-1B cap exempt employment authorization with their own United States employer.
Should USCIS approve the certified Labor Condition Application (LCA) coupled with a Petition For A Nonimmigrant Worker, an eligible H-1B nonimmigrant is authorized to start full-time concurrent employment upon the filing (WHD Fact Sheet #62W: What is “Portability” and to whom does it apply?)
