Effective public safety leadership requires more than operational expertise. It requires an understanding of how municipal government works, how funding decisions are made, and how to present department needs credibly to city leadership.
Culper Consulting’s Municipal Budgeting and Governance course is an eight-hour, California POST-certified training that connects public safety operations with the financial and political realities of local government. Participants explore municipal budgeting, pension obligations, contract-city governance, the Brown Act, public records requirements, and the relationship between elected officials and professional staff.
Through practical discussion and a staff report capstone exercise, participants strengthen their ability to explain operational needs, justify resource requests, and develop recommendations that decision-makers can evaluate and act upon. An executive credibility self-assessment helps participants identify areas for continued leadership development.
The course is designed for sergeants, lieutenants, captains, police administrative services managers, dispatch supervisors, records supervisors, and public safety professionals preparing for greater leadership responsibility.
Participants will leave better prepared to navigate City Hall, communicate with municipal executives, and connect public safety priorities to responsible fiscal stewardship.
