Flat steel markets have been upended in recent years by record Chinese exports depressing global pricing and sparking an array of trade cases that have redrawn trading patterns. Despite lower consumption and the safeguard measure, the EU has remained a key market for flat steel suppliers. However, the implementation of CBAM has complicated trading with the bloc, while the proposed new steel trade regime will restrict imports further. The developments do however present an opportunity for lower-emission suppliers, such as Turkish scrap-based EAFs.Europe’s own buildout of EAF flat steelmaking remains complicated by clean energy distribution bottlenecks, insufficient scrap treatment and low-emission metallics sourcing issues. The impact of CBAM means India is looking to alternative markets where it can place its growing blast furnace-based flat steel production. The US market continues to enjoy dynamics of its own, with coil prices on a growth streak in 2026 but imports remaining unattractive for now.
With automotive and general manufacturing sector activity remaining subdued globally amid elevated production costs and consumer affordability pressures, consumption of flat steel is still looking for a spark.
