Simpler, more straightforward regulations and procedures have been introduced over the years, across the Common Provision Regulations, the Recovery and Resilience Facility, and other Funds and regulations. Measures designed to stop the buck and truly focus on what matters most – results that make the difference in people’s lives. Some have worked; others are in a continuous process of refinement.Financing Not Linked to Costs (FNLC) and Simplified Cost Options (SCO) seek the holy grail of EU-funding - lean management and control and maximal achievement of programme indicators. Put simply, happy beneficiaries, happy authorities! Yet simplicity has never been so elusive.
Renowned specialists in the field explore the different facets of these instruments, challenging the black-on-white of the regulations and guidelines with first-hand experiences, anecdotes, successes and failures. Whilst learning from the past and present funding programmes, we take a deep look into what awaits ahead, as the first proposals for the future funding unfold. We also look into the realities of design and implementation, risk-based controls and audits, as we seek to understand how artificial intelligence and digital automation can make FNLC and SCO even more feasible and attractive.
