June 10 marked two years since Ryan Hartman slammed his two-ton pickup truck, with an opened 24oz of Dos ** its cupholder, into the vehicle of Pam Watts, killing Jennifer Miller. Hartman remains unpunished for this fatal wreck due to special protections written in the city’s Meet & Confer agreement.
Pam Watts, life partner of Jennifer Miller, is demanding 5 “Hartman Reforms” are reflected in the Meet & Confer Contract that the San Marcos Police Officers Association will sign with the city of San Marcos.
Each of these reforms addresses how Hartman was able to get away with killing Jennifer, earn almost $40K during a 5 month paid sabbatical, return to the force unpunished, taze a compliant young man, and give up a week of paid leave in lieu of suspension. They are as follows:
End the 180-Day Rule
Repeal the statute of limitations on investigating wrongdoing by officers
End Delay of Interviews for Misconduct
Currently officers are afforded 48+ hours to prepare their answers, and are provided an opportunity to review any videotape, photograph, or other material in advance of giving an official statement.
Public Transparency for Personnel Files
Documented misconduct should be available for supervising officers and the community, not hidden
End Third-Party Arbitration
Civil Service Commission is a more democratic & locally accountable alternative to the arbiter system
End Vacation Forfeiture as a Substitute to Suspension
Stop letting officers preserve seniority & promotion advantages when they are disciplined for misconduct.
Pam is calling on community members who want to see better from their police department to sign up to speak before city officials & urge them to reject the contract until Pam’s reasonable demands are honored.
