The Cooperative Safety Program is funded by the Business Improvement District (BID). The BID is dedicated to making our downtown a safe, clean and inviting place to live, work, and play. The program, established in 2009, is a 15+ year collaboration between Downtown Billings, City of Billings, Billings Police Department, and other social service agencies.
