China's global trade surplus reached a record $1.2 trillion in 2025, and is on track to grow further. As exports of Chinese manufactured goods across the globe are surging, domestic industries and interests in both developed and developing countries are increasingly challenged, especially when trying to compete with unfairly traded Chinese goods benefiting from significant state support and other non-market practices.
While some countries have taken action to address the impacts, to date these initiatives have been largely uncoordinated. The US and Europe, as well as several countries in Asia, such as Japan, South Korea, Vietnam and Thailand, have adopted tariffs, imposed anti-dumping duties on select Chinese imports, restricted Chinese imports on economic security grounds, and/or instituted their own industrial policies to protect industries at home. But, restrictive measures in one country have led Chinese exports to seek other destinations, shifting the problem without addressing the core issues at play.
With the excess capacity challenge now a global problem, the time is ripe for a more concerted collective response.
