CALLING SALEM/KEIZER AND NEIGHBORING COMMUNITIES:
Calling all Salem/Keizer and Portland area residents who care about public education! How Oregon structures its public school budget impacts every single district, classroom, and child. Let's show up united!
OUR URGENT DEMANDS FOR THE GOVERNOR:
Before the Governor's Recommended Budget is released on December 1st, we are urgently asking for two critical changes:
ESTABLISH A K-12 EMERGENCY STABILIZATION FUND
Request a dedicated fund in the upcoming Governor’s Recommended Budget (due December 1). - This provides a vital fiscal runway, preventing districts from permanently shutting down stable neighborhood schools during acute, temporary enrollment transitions.
MODERNIZE THE POVERTY METRIC & EXPAND PRE-K FUNDING
Direct the Oregon Department of Education to transition to state-level Direct Certification records (real-time food stamp and service enrollment matching). Concurrently, expand dedicated funding to embed Pre-K into local public schools. (A lack of public Pre-K causes families to choose private options early, leaking enrollment before kindergarten. This fix creates an immediate, stable pipeline into public kindergarten.)
STRENGTHEN VIRTUAL CHARTER ACCOUNTABILITY
Sponsor legislative oversight to audit and stabilize the funding draw of virtual charter school platforms. - This addresses the platforms currently pulling 1,700 students out of our local district pool.
PASS THE "SCHOOL CLOSURE TRANSPARENCY AND ACCOUNTABILITY ACT"
Introduce a bill next legislative session establishing uniform evaluation criteria, strict public notice timelines, and mandatory equity disclosures before any local school board can vote to close a facility. - This creates a mandatory warning window for families and ensures discussions happen in open public meetings rather than private sessions. It would require a published "School Impact Assessment" legally binding districts to evaluate neighborhood demographic data, safe walking routes, academic performance, student belonging, and disproportionate equity impacts before a vote. Any final closure vote taken in violation of these notice windows would be deemed null and void.
