This lecture explores the travelling idea and application of non-territorial autonomy, a concept based on collective rights to deal with national diversity within a state. The talk tackles the concept’s origins in the Habsburg and Russian empires, its interpretation and implementation in the interwar European nation states, and its discussion in the arena of international minority protection. In the period from the mid-19th century to the beginning of the Second World War, it proved to be a highly flexible political instrument that could adapt not only to different European political contexts but also to divergent ideological needs. Originally, it arose from the liberal conception of rule of law and fundamental equality; subsequently, however, this idea was also conceived in illiberal terms. Hence, on its journey through Europe’s intellectual and political history, non-territorial autonomy was oftentimes transferred and transformed.
