Indonesia Biofuels & SAF Market Overview

Indonesia is advancing its biofuel and sustainable aviation fuel (SAF) sectors through mandatory blending targets, domestic flight tests, and refinery upgrades.

Key developments include state energy firm Pertamina scaling up production, new blending mandates, and exploratory partnerships for waste biomass.

Biofuel and Biodiesel Expansion

  • Biodiesel Mandates: Moving toward a B50 blend requirement by 2028 to reduce fossil fuel imports and utilize domestic palm oil.
  • Bioethanol Integration: Rolling out a minimum 5% bioethanol blend in gasoline across Java, scaling to 10% by 2028.
  • Green Gasoline Research: Testing palm-oil-derived bio-gasoline (Bensa) with high octane ratings developed by local institutes.

Sustainable Aviation Fuel (SAF) Milestones

  • Blending Targets: Planning a mandatory 1% SAF mix for international and major departing flights (such as Jakarta and Bali) starting in 2027.
  • Pertamina Production: State-owned Pertamina has conducted co-processing trials (J2.0 and J2.4) at its Cilacap biorefinery and executed commercial test flights via subsidiary Pelita Air using used cooking oil (UCO) blends.
  • Strategic Partnerships: Collaborating with global aerospace firms like Boeing and Airbus to map out domestic biomass, palm oil mill effluent (POME), and agricultural waste supply chains.

Indonesia possesses one of the world's largest renewable feedstock resources suitable for Sustainable Aviation Fuel production, including:

  • Used Cooking Oil (UCO)
  • Palm Fatty Acid Distillate (PFAD)
  • Palm Oil Mill Effluent (POME)
  • Empty Fruit Bunches (EFB)
  • Agricultural Residues
  • Municipal Solid Waste (MSW)
  • Forestry Residues
  • Algae and Emerging Biomass Feedstocks

Commercial SAF production opportunities are expanding through multiple technology pathways, including:

  • HEFA (Hydroprocessed Esters and Fatty Acids)
  • Fischer-Tropsch (FT-SPK)
  • Alcohol-to-Jet (ATJ)
  • Catalytic Hydrothermolysis (CHJ)
  • Power-to-Liquid (PtL / e-SAF)

Indonesia's National Energy Transition Strategy, Net Zero 2060 target, CORSIA implementation,

and growing airline demand are creating unprecedented opportunities across the entire SAF value chain.
