About the Speaker
Royce Brooks is a transformative leader with over two decades of experience in politics, government, and the nonprofit world. As the founder of an independent consultancy with a focus on social change, Royce has helped multiple organizations grow from idea to impact – from crafting strategy, engagement and funding for Black organizing efforts across Texas to bringing comprehensive health resources to the historically Black community with the lowest life expectancy in the state. A graduate of Rice University and Harvard Law School, she combines deep expertise in law, policy, and campaign strategy with a lifelong commitment to equity and inclusion.
Royce currently serves on the national board of directors of the American Civil Liberties Union and as Board Chair of the ACLU of Texas. From 2018 to 2022, she led Annie's List, one of Texas's largest statewide political organizations, driving an unprecedented number of electoral victories and spearheading efforts to diversify its leadership, board, and staff. She also served as the first-ever Chief Equity Officer for the City of Atlanta, where she embedded race- and gender-equity considerations across city policymaking.
Royce began her career on Capitol Hill and has held key legislative roles in both the U.S. House of Representatives and the United States Senate. Royce has served as a policy advisor for a number of campaigns and political candidates, including as statewide policy director for Wendy Davis for Governor. In that role, she oversaw the development of a comprehensive policy platform addressing every key issue facing the state of Texas, including such diverse subjects as early childhood education, economic development, energy, criminal justice and health care.
A trusted advisor to civil rights leaders and progressive advocates across the country, Royce has managed multi-million dollar budgets, overseen successful teams, and built lasting coalitions for progressive change. A proud sixth-generation Texan, Royce remains deeply committed to building a more just and equitable future for her home state.
