Please join us for a compelling and timely conversation on the future of Social Security—a program that has shaped American retirement for more than eighty years and remains central to the economic security of millions. As questions mount about its long-term solvency, particularly among younger generations, this salon-style event invites you to engage directly with experts who will illuminate the crossroads facing the nation’s most significant social insurance system.


The evening features a focused discussion between two distinguished voices.


Jeff Brown, the Larry Gies Family Chair in Business and Dean Emeritus at the University of Illinois Gies College of Business, brings deep economic expertise and national service, including his tenure on the Social Security Advisory Board. He will be joined by Kyle Voils, Senior Attorney with the Chicago Coalition to End Homelessness and former Assistant Regional Counsel for the Social Security Administration, whose legal insight and lived experience offer a grounded and compelling perspective.


The discussion will be moderated by Janice Dale, Public Affairs Committee member and Secretary of its Civic Education Subcommittee.

Jeffrey Brown

Gies College of Business

Jeffrey Brown served as dean of the Gies College of Business from 2015–2024. A professor in the Department of Finance, he holds a PhD in economics from MIT, a master’s in public policy from Harvard, and a bachelor’s degree in economics and political science from Miami University (OH). Brown joined the Illinois faculty in 2002 after serving as an assistant professor of public policy at Harvard and later as senior economist at the White House Council of Economic Advisers. His research explores the interaction of public and private insurance markets.


Kyle Voils

Senior Attorney

Chicago Coalition to End Homelessness


Kyle Voils joined CCH as a senior attorney in 2025. He earned his B.A. from the University of Tennessee and his J.D. from Northwestern University Pritzker School of Law. His academic and professional work reflects a strong interest in constitutional and procedural law, including service in his law school’s Supreme Court Clinic and published scholarship on federal jurisdiction and First Amendment theory. His career includes work as a federal law clerk, private practitioner, and appellate attorney with a federal agency. He also brings lived experience of homelessness and housing insecurity. Outside the office, Kyle enjoys country music, tennis, and time with his wife and their retired racing greyhounds, Vixen and Comet.


Janice Dale

Former Chief, Public Utilities Bureau

Office of the Illinois Attorney General


A public interest attorney and public policy specialist, Janice Dale has more than twenty years of experience advocating for corporate accountability in the utilities sector. She holds a B.A. from the University of Illinois Chicago and a J.D. from Washington and Lee University School of Law.
