Wednesday 22nd April: Creating Your Internal Business Case for Retrofit

10:30am – 10:45am Making Projects Work for You and Your Residents

Retrofit must work for all stakeholders if projects are to get off the ground. The first step? Building a clear, organisation-wide business case for action. In our opening session, Jenny Danson will set the scene for the day and welcome members, highlighting the importance of a shared vision that unites teams, partners, and residents.


10:45am – 11:30am The Business Case for Action: A £140 Billion Potential

The Net Zero economy could be worth £1 trillion to the UK by 2030 - almost a third of our GDP today. For social landlords, the opportunity is significant: reducing tenant energy bills, lowering rent arrears risk, making homes healthier, and strengthening long-term portfolio value. In this session, we will examine new research on the business case for retrofit and consider how landlords can attract stable, long-term private finance.


11:30am - 12:15pm Optimising Portfolio Value: Striking the Right Balance Between Retrofit and Disposals

The business case for retrofit does not always stack up. When this happens, landlords face a difficult choice: invest in a financially unattractive project or dispose of desperately needed homes. However, new approaches are emerging that break this deadlock. Our panellists will discuss how sale-and-leaseback models help organisations retain control of stock while reducing risk, the compliance considerations for strategic disposals, and how asset, finance, and treasury team alignment can enhance balance sheet resilience.

1:00pm - 1:45pm Navigating Leasehold and Right to Buy in Large-scale Retrofit

Leaseholders and Right to Buy add a layer of financial and legal complexity to retrofit planning. From determining who pays to managing cost recovery when homes are sold, landlords must balance fairness, compliance, and long-term value. This session explores how to model retrofit business cases that reflect mixed-tenure realities and protect landlords’ investment post-installation. Speakers will discuss service charge mechanisms, Section 20 consultation requirements, and fair market valuation - and what these mean for delivering compliant, future-proof retrofit programmes.

2pm - 2:45pm Data-Driven Finance for Long-term Project Success

Data is a key tool in building a strong business case for retrofit. But knowing what information truly matters, how complete your dataset is, and whether it can be trusted remains a major challenge. In this panel discussion, speakers will explore what data private funders need to back large-scale investments, how you can establish accurate resident energy baselines, and what impact varying technology lifespans have on long-term financial planning and asset value.


2:45pm – 3:00pm Member Sharing: Bringing a Compelling Business Case to Your Board

This closing session explores how to collaborate across your organisation to build a compelling business case - securing board support for ambitious retrofit and investment programmes.
