About this Event

As Mental Health Awareness month ends, join us for a discussion about the changing landscape of behavioral health and substance use treatment in San Francisco and California.  

Join changemakers from local service provider, PRC, and the California Association of Social Rehabilitation Agencies, to delve into the fundamentals of behavioral
health and substance use treatment. Explore the hurdles encountered by service providers and examine how recent city and state legislation has influenced the efficacy of service delivery. 

Amid a state budget shortfall and changing voter attitudes on treatment and public safety, learn first-hand about the innovative approaches that organizations like PRC and others are
taking to meet the needs of our state for years to come.  

PRC is a San Francisco-based nonprofit social impact organization serving the needs of the City’s most vulnerable people and communities. Our multifaceted programs offer supportive services to those living with HIV/AIDS, substance use disorder, mental illness or other social determinants of health that most often stem from the broader systemic challenges of historic economic, social and racial inequities. PRC, in service since 1987, assists over 5,000 individuals annually.

Panelists

Chuan Teng, Chief Executive Officer, PRC,

In 2023, Chuan Teng became the Chief Executive Officer of PRC after more than 13 years of progressive leadership with the organization. In her capacity as CEO, Chuan directs the vision of PRC’s administration, operations, and programs to ensure that PRC remains a pillar for San Francisco’s communities for decades to come.  

Chuan joined PRC as a Legal Advocate in 2009 and has held four other progressive leadership roles in the organization including Managing Director of Legal Advocacy and Chief Operating Officer. In that time, she has established herself as a leading expert on behavioral health service delivery, structure, financing, in San Francisco and the state of California. 

The beginning of Chuan’s leadership of PRC has come at a pivotal time in the organization’s history. When Chuan took the reins of PRC, the organization was in financial distress due
to operating expenses exceeding contract values, a complex merger of three distinct entities, and recovery from COVID. Under these extraordinary circumstances, Chuan successfully led and implemented long-term sustainability measures to safeguard PRC’s critical
services, which have been a pillar for San Francisco communities for decades. 

Her experience includes other public sector organizations including Bay Area Legal Aid and the National League of Cities. Chuan holds a bachelor’s degree from the University of Michigan,
Ann Arbor and a juris doctor degree from Santa Clara University and is a licensed attorney with the State Bar of California. 

Jessica Winterrowd LMFT, Chief Clinical Officer, PRC
In 2024, Jessica Winterrowd became the Chief Clinical Officer of PRC after over six years of progressive leadership within the organization and over a decade in the mental health sector. In her capacity as Chief Clinical Officer, Jessica directs the vision of all housing and treatment service-delivery for the organization. Jessica has multiple other service-delivery and leadership positions within the organization including Clinical Supervisor
and Project Director of PRC’s co-op supportive housing program, as well as the Director of Mental Health and Substance Use Disorder programs. 

Jessica is a Licensed Marriage and Family Therapist. She received a bachelor’s degree from Claremont McKenna College in Psychology and Literature, and her master’s degree from Notre
Dame de Namur University in Marriage and Family Therapy.  

Chad Costello, Executive Director, CASRA
Chad has more than twenty-five years of service in the non-profit sector of California’s Public Behavioral Health System. In addition to many years of working in legislative and administrative advocacy, Chad has experience ranging from direct practice, team supervision and program development, to curriculum design, training and teaching. Chad became CASRA’s Executive Director in August of 2021. 

Chad began working directly for CASRA in January 2021 as its Public Policy Director, after almost 20 years of work for Mental Health America of Los Angeles, first as a Director of a
care coordination team at its renowned Village ISA in Long Beach. This was followed with positions as the organization’s Public Policy Director and most recently as the Vice President of Policy. Prior to MHALA, Chad served as the Director of Programs for MHA Orange County overseeing a range of programs serving individuals experiencing homelessness. 

He has extensive experience in both in-person and virtual training and has presented at the local and national level on topics including advocacy skills, crisis intervention, and practice
in psychiatric rehabilitation (PSR). He has held a Certified Psychiatric Rehabilitation Practitioner (CPRP) certification since 2001 and is a certified MORS trainer and Mental Health First Aid Instructor. He has taught at the A.A., B.A. and graduate levels for many years, and currently instructs in PSR in the Cerritos College Mental Health Worker Program, and in policy practice and community development in the School of Social Work at California State University, Long Beach. 

Chad received his MSW, with a specialization in Community Organization, Planning and Administration from the University of Southern California and his B.A. in Social Ecology from the University of California, Irvine. Chad has an adult daughter and counts skiing, backpacking, climbing and photography as his passions.
