Join us for a public conversation with Carlos Guevara Mann – Panama’s Vice Minister of Multilateral Affairs and Cooperation, and Associate Professor of Political Science at Florida State University!
Taking Simon Bolivar’s early 19th-century aspirations for hemispheric unity, republican governance and Latin American autonomy, this event explores how these ideas have shaped the region’s political trajectory from the Panama Congress of 1826 to the present. Moving from the legacies of U.S.–Latin American relations to today’s geopolitical realignments and the pressures facing democratic institutions, the discussion considers how a small yet pivotal state like Panama navigates the challenges and opportunities of an evolving global order.
Bridging historical reflection with contemporary policy insight, Carlos Guevara Mann invites us to reconsider the future of the Americas through the lens of Panama’s unique role at the crossroads of continents, empires and ideas.

About the speakers
- Eleonora Natale is Lecturer in the Department of War Studies at King's College London. A political scientist and ethnographer, she studies conflict, violence and militarisation in Latin America. At KCL, she acts as Director of the BA Programme in International Relations, Coordinator of the Latin American Security Research Group, and Project Lead of 'Green Forces: Militarisation, Development and Environment in the Amazon'.
- Carlos Guevara Mann is an Associate Professor of Political Science and Director of the Master of Science in International Affairs at Florida State University, Panama. His areas of expertise and research interest include U.S.-Latin American relations, political history of Latin America and Comparative Politics of Latin America and Western Europe.
Currently serving as Panama’s Vice Minister of Multilateral Affairs and Cooperation, Carlos Guevara Mann was Director-General for Bilateral Foreign Policy, coordinator of Panama’s diplomatic service, trusted assistant to the Minister for Foreign Affairs, and a consultant as well as National Officer (NO-D) at the UN World Food Programme's Regional Bureau for Latin America and the Caribbean.
