About this Event

The Interagency Language Roundtable (ILR) invites you to attend its January 2026 meeting, hosted at the Barlow Center of Brigham Young University in Washington, DC. Please note that, due to scheduling constraints, this meeting will take place on a Thursday rather than the ILR’s traditional Friday schedule.

The meeting will feature a plenary presentation by Dr. Troy L. Cox (Brigham Young University) entitled Inside the Exceptional Language Learner: Metacognition, Mindset, and the Making of Proficiency. Drawing on large-scale research involving thousands of language learners, the talk explores how psychological, behavioral, and metacognitive factors relate to real-world language proficiency across ACTFL levels. The presentation will be of interest to professionals involved in language teaching, testing, policy, research, and program administration.

About the Speaker
Dr. Troy L. Cox is Professor of Second Language Studies and Associate Director for Research and Assessment at the Center for Language Studies at Brigham Young University. His work focuses on language proficiency, assessment, and learner psychology, with extensive experience conducting large-scale empirical research on language development.

All committee meetings and the plenary are open to any interested person. Refreshments will be provided (no coffee on site; attendees are welcome to bring their own).

This meeting offers an opportunity to engage with colleagues across agencies, learn about current ILR initiatives, and participate in discussion on language proficiency and assessment.
