Two centuries after the 1826 Congress of Panama, Simon Bolivar’s vision of a unified Latin America capable of confronting shared challenges still remains elusive. What lessons does that moment hold for the region today? Dr Carlos Guevara Mann, Vice Minister of Multilateral Affairs, offers a Panamanian perspective on the promise of the past and what it reveals about Latin America today.
About the speaker:
Dr Carlos Guevara Mann received his Ph.D. in Government and International Relations from the prestigious University of Notre Dame in Indiana, United States. He has devoted himself to the study of comparative politics, international relations, and political history. Dr. Guevara Mann is the author of Panamanian Militarism: A Historical Interpretation (Ohio University Press, 1996) and Political Careers, Corruption and Impunity: Panama’s Assembly, 1984–2009 (University of Notre Dame Press, 2011), as well as numerous articles on political and historical topics.
He is a professor of Political Science at Florida State University, Panama, where he also directs the Master’s Program in International Affairs. Previously, he taught at the University of Nevada, Reno, and Universidad del Norte in Colombia. He was a Fulbright Fellow of the U.S. Government (1991–1993); a Latin America 2000 Fellow at the University of Notre Dame (1995–1999); and a fellow of Taiwan’s Ministry of Foreign Affairs (2022).
Dr. Guevara Mann has distinguished himself as a columnist in Panama’s leading newspapers, a commentator on political issues, and a consultant to the United Nations World Food Programme. He is a member of several civic and cultural organizations. Since December 2021, he has served as president of the Bolivarian Society of Panama, and in September 2024 he was unanimously elected a foreign corresponding member of the Academy of History of Cartagena.
Since July 1, 2024, he has served as Vice Minister of Multilateral Affairs and Cooperation, by honorable appointment of His Excellency Mr. José Raúl Mulino, President of Panama.
