This discussion-based exercise is part two of the Medical Response and Surge Exercise (MRSE), following up on activities conducted on-site at hospital facilities between 3/30-4/3/2026. We will review these results of the MRSE, identify strengths and areas for improvement related to medical surge and patient movement, and discuss recommendations for building capacity within County of Santa Clara.
The MRSE is a federal grant requirement for healthcare coalitions, and tests SCVEPHC and its members’ capacity to accommodate a surge of patients equal to at least 10% of its licensed general medical/surgical bed capacity and to ensure the availability of staffed beds, supplies and equipment, and personnel across its membership.
There is also a requirement for participation by "health care executives," defined in the federal grant as executives with decision-making power, such as Chief Executive Officer, Chief Operating Officer, Chief Medical Officer, Chief Clinical Officer, and/or Chief Nursing Officer. We request hospitals bring a member of their executive team to participate in this exercise.

Exercise Objectives:
- Effectively notify SCVEPHC members of an incident and facilitate ongoing information sharing during a community-wide emergency or disaster.
- Demonstrate the ability of SCVEPHC to assess and meet critical resource needs (personnel, supplies, equipment, etc.) to manage patient surge during a community-wide emergency or disaster.
- Demonstrate the ability of SCVEPHC to reduce patient morbidity and mortality through appropriate patient placement during a large patient surge by assisting with the identification and coordination of available patient care resources.
- Identify recommendations for increasing surge capacity within the Operational Area.
