Scenario Informed Resilience Assessment (SIRA) Exercise (In Person)
North Yorkshire Local Resilience Forum (NYLRF) will be hosting a Scenario Informed Resilience Assessment (SIRA) Led by the Workforce Development Trust.
The session is piloting the trusts assessment process and tools. They will work the LRF agencies through a immersive scenario to test our workforces readiness and continuity under pressure and assess our partnerships preparedness and provide agencies and LRF with insight and recommendations.
Scenario Informed Resilience Assessment - The Workforce Development Trust
SIRA will immerse the LRF partnership agencies in a scenario that causes disruption to partners own business continuity whilst requiring an effective multi-agency response.

Aim - To immerse North Yorkshire Local Resilience Forum (NYLRF) partner agencies in a realistic, high‑pressure scenario to assess organisational and partnership resilience, evaluate workforce readiness, and identify opportunities to strengthen multi‑agency preparedness and business continuity arrangements.
Objectives
1. Test Agency and LRF Readiness and Capability
- Assess how NYLRF agencies respond to complex, dynamic pressures consistent with a disruptive emergency.
- Understand how well agencies adapt and maintain critical services during significant disruption.
- Identify strengths, gaps, and development needs for the participating partners and NYLRF
2. Evaluate Business Continuity Arrangements
- Explore how agencies manage simultaneous internal disruption while sustaining their statutory duties and multi‑agency responsibilities.
- Assess the effectiveness, flexibility, and robustness of existing business continuity plans under stress.
- Capture learning on interdependencies and pinch points across the partnership.
3. Strengthen Multi‑Agency Coordination and Preparedness
- Test collaborative decision‑making during a rapidly evolving scenario requiring integrated response across agencies.
- Identify how well command, control, communication, and information‑sharing processes function in practice.
- Highlight opportunities to improve interoperability and shared situational awareness.
4. Pilot the Workforce Development Trust’s Assessment Tools and Methodology
- Trial the Scenario Informed Resilience Assessment (SIRA) approach within a live multi‑agency context.
- Provide structured feedback on the tools, assessment framework, and delivery model.
- Contribute to the Trust’s national learning regarding workforce resilience and capability assessment.
5. Generate Insight and Recommendations for agencies and NYLRF
- Produce a clear set of evidence‑based findings relating to workforce preparedness, organisational resilience, and partnership working.
- Identify actionable recommendations to inform NYLRF’s future training, exercising, and capability‑building programme.
- Support agencies to strengthen their own internal resilience arrangements based on independent assessment.
