Many communities throughout the United States administer rental license ordinances. Programs focus on the health, safety, and welfare of tenants by maintaining minimum housing standards. In this class we will go over the basic framework of a rental registration and inspection program, ordinance creation, benefits and challenges and the many intricacies involved.
Purpose
o Everyone deserves the right to a healthy and safe home environment.
o Rental Inspection Programs (RIP) provide minimum standards for all rental properties to ensure the health, safety and welfare of tenants
• Ensures the tenants have a voice without needing to make a complaint. By inspecting all rental properties on a cycle, minimum standards are applied.
Need
• Many code enforcement departments respond on a complaint basis to housing issues. By the time a complaint is investigated the conditions inside of the home or apartment are often bad. Roaches, Rats, mold, damaged interiors, structural issues, no heat or water, are all commonly found
• Tenants often do not know their rights. A RIP levels the playing field for landlords and applies fair standards across the board for minimum rental requirements.
