China’s “One Country, Two Systems” framework remains one of the most distinctive constitutional and political models in the contemporary world. Developed to accommodate different legal, economic, and administrative systems within a single sovereign state, the framework continues to shape the governance of the Special Administrative Regions of Hong Kong and Macau 🐉
💼 During the lecture, we will explore the historical evolution of the “One Country, Two Systems” framework, its implementation in the Macau SAR, and its implications for labour policy and social governance in the region. Particular attention will be paid to the relationship between regional autonomy and central governance, as well as to the challenges surrounding labour protection and employment regulation within Macau’s unique legal and institutional environment.
The discussion will combine legal, political, and social perspectives, offering participants an opportunity to better understand the contemporary governance of Macau under China’s constitutional framework.

FONG Chikei - Ph.D. candidate at the Law School of Renmin University of China. His research specialises in Labour Law and Social Security Law, with a particular focus on legal protections for informal and precarious workers. He holds an LL.B. from the University of Macau and an LL.M. from Renmin University of China.
