HOTMA Essentials for the USDA Rural Development Program

The Housing Opportunity through Modernization Act has substantially changed how eligibility determinations are conducted for affordable housing programs, including USDA Rural Development Program. However, not all HOTMA provisions apply to the RD program, and it is crucial for RD professionals to understand which provisions do apply to RD , which do not, and where additional guidance is needed from the USDA.
