MR. J. MICHAEL OWENS

Director of Aviation Contracts

U.S. Army Contracting Command-Redstone (ACC-RSA)

Mr. J. Michael Owens is the Director of Aviation Contracts for ACC‑RSA, bringing over 22 years of Army contracting experience. He oversees a broad portfolio supporting Maneuver Air and Aviation enterprises, including logistics, aircraft maintenance, depot operations, nine PM offices, and international aviation programs.

He previously served as AMCOM Director, leading logistics, M&O, and PBL efforts for the Army’s Aviation and Missile Fleet. His career includes key roles across major ACAT I/II programs and BLACK HAWK, TUAS, Kiowa Warrior, and Apache platforms.

Mr. Owens holds a B.S. in Business Administration from UAH and has earned numerous honors, including the Elmer B. Staats Award, Superior Civilian Service Award, and multiple Secretary of the Army Excellence in Contracting awards. He is Level III certified in Contracting, Program Management, and Life Cycle Logistics and is a member of the Army and Defense Acquisition Corps.
