Decentralised Energy: democratic decarbonisation or just an energy system planner’s worst nightmare

The UK energy system was originally designed to bring together a small number of large sources of gas and power and transmit energy from them to a multitude of large and small energy users, and it has done this very well for many decades. But the transformation to a system based on zero carbon energy sources brings with it issues of intermittency, far less inertia, and a changing geography of supply assets. And this has required a complete rethink.
This is of course partially an engineering challenge: but this talk is not about that. It is also a challenge to our assumptions about who owns what in the system, the role of energy users, and the ‘optimal’ size of system assets. The end result will be a more decentralised system; one that includes many more, smaller assets, much more active energy users, and a far larger number of owners of energy system assets.
This talk explores this shift from two perspectives: that of the energy user and that of the energy system planner. For each, there are both opportunities and challenges. But this session will argue that, if we get the new system right, the benefits of a more democratic and decentralised energy system will be worth the giving our energy system planners a few headaches along the way.
is Chief Strategic Advisor at the Association for Decentralised Energy, a non-exec Director at the Energy Saving Trust and a Supervisory Board member for UK Power Networks Distribution System Operator. She is an expert in local energy systems, energy sufficiency and energy demand reduction. Joanne Chairs the Advisory Board for the UK Energy Research Centre. She has a PhD from Imperial College London and was appointed an OBE in 2018 for services to energy efficiency.
