About this Event
The Outreach and Compliance Team of Global Affairs Canada's (GAC) Sanctions Office will present an overview of Canada's sanctions toolkit, current sanctions measures, information on exemptions, permits and certificates, enforcement mechanisms, and best practices on how to conduct thorough due diligence to remain compliant with sanctions regulations.
The presentation is tailored to the stakeholder’s sector to better explain the nuances and challenges they are likely to encounter when performing their due diligence to comply with sanctions regulations. Discussion and questions are encouraged throughout the session.
For universities, the most important risk vectors from sanctions to consider are:
- Research security
- Financing or the exchange of funds
- Recruitment of foreign staff or students
- Information exchange with individuals in or from a sanctioned country
- Staff or student travel to a sanctioned country or peripheral region

Presenters
Colleen Sinclair has spent most of her career at Global Affairs Canada (GAC), working on trade policy issues, trade negotiations, small business development, and multilateral institutions. In early 2024, Colleen joined the Sanctions Bureau, leading the team responsible for outreach and engagement with stakeholders.
Simon Boutin joined the Sanctions Bureau's Outreach and Compliance team in September 2024. His analytical and stakeholder engagement experience from his 15+ years in intelligence and security serve to fulfil the team’s mandate to promote awareness and compliance of Canada’s sanctions.
