Join us for the final episode of our reflection series on the Nordic Pr*son system and social welfare approach to public safety as we continue to explore what they’re doing differently — and what might be possible in our own country. This time, we’ll hear from Professor Emeritus Tapio Lappi-Seppälä from the University of Helsinki in a fireside chat with advocates who have traveled to Finland and Norway with Impact Justice in recent years.
Meet our panelists
Tapio Lappi-Seppälä is professor emeritus and the former director of the Institute of Criminology and Legal Policy at the University of Helsinki. His career covers central positions in national policy planning, and in international co-operation in the Scandinavian Research Council for Criminology, Council of Europe, International Penal and Penitentiary Foundation, United Nations, and in the European Society of Criminology. His publications cover over 280 titles in several languages; his current research interests include comparative penal policy, sentencing and comparative historical analyses on crime and punishment.
Chiraag Bains is a nonresident senior fellow with Brookings Metro and a consultant to Democracy Fund. He focuses on artificial intelligence, democracy, and government programs that advance fairness and opportunity. He previously served as deputy assistant to the president and deputy director of the White House Domestic Policy Council, where he led the implementation of President Joe Biden’s executive order on racial equity and support for underserved communities.
Michael Jacobson is the Director of the CUNY Institute for State and Local Governance, and the author of Downsizing Prisons: How to Reduce Crime and End Mass Incarceration. Prior to joining CUNY, he served as president of the Vera Institute of Justice from 2005 to 2013. He is formerly the chair of Altus, a global alliance working across continents and from a multicultural perspective to improve public safety and justice.
