Oppositions love governmental accountability, and governments do all they can to avoid it – regardless of who is in office. This includes trying to neuter FOI legislation, deleting electronic documents and destroying hard copies to wipe the record. It doesn’t always work.
In recent times governments have also encouraged lobbyists to use disappearing message apps when communicating with Ministers, and relied on encrypted apps for internal governmental communications, which are not kept as government records. This not only undermines government accountability, but is a crime against history. This talk will explore the problems and how to address them.

About the presenter
Anne Twomey is a Professor Emerita at the University of Sydney in Constitutional Law. She has previously worked for the High Court of Australia, the Commonwealth Parliamentary Research Service, the Senate Legal and Constitutional Committee and The Cabinet Office of New South Wales. She has experience on both sides of the debate on access to government information, having been responsible for administering the FOI Act and FOI requests in NSW, and being a user of FOI and Archives as a means of undertaking primary research.
