About this Event
One year after the start of the Russian invasion of Ukraine, there is no end in sight as both sides are engaged in a grueling war. Amid an ever-increasing level of escalation, China has put forward its position paper reiterating its "pro-Russian neutrality" stance and arguing for a supposed political solution. However, Beijing avoids using the word "war" and blames the West to be responsible for the hostilities. Moreover, there have been reports that Chinese companies have supplied dual-use equipment to Russian entities and that China might be considering supplying Russia with drones and ammunition. At the same time, Russian and Chinese navy vessels continue unabatedly to conduct exercises in the East China Sea, Sea of Japan, and in the Indian Ocean, thereby increasing geopolitical uncertainties.
This event will address the following questions:
- How should the EU perceive China’s stance on the Ukraine war and the China-Russia relationship after the publication of the position paper?
- What are China’s medium and long-term objectives vis-a-vis the war in Ukraine and in its relationship with Russia?
- What are the likely outcomes of the upcoming meeting between Xi and Putin?
We will discuss these and other questions with Helena Legarda, Lead Analyst at the Mercator Institute for China Studies in Berlin.

Lead Analyst
Helena Legarda’s research focuses on China’s defense and foreign policies, including their domestic sources and drivers, and their geopolitical impact.
Prior to joining MERICS she gained professional experience at the Delegation of the European Union to China and at research and advisory firm China Policy in Beijing. Helena holds a Master in Public Policy degree with a focus on International and Global Affairs from the Harvard Kennedy School of Government and a BA in Chinese Studies from the University of Oxford. She also studied Chinese language at Peking University.
