Andrew Larkin is the Chief Executive Officer of Cenitex, a state-owned enterprise delivering ICT Shared Services to the Victorian Government. Cenitex provides identity and network management, security, user workspace and cloud services to Government departments and 60,000 public servants.
Andrew is currently leading a major whole of government ICT reform and centralisation program to drive efficiency and scalability to transform Victorian public sector ICT.
His career has spanned both public and private sectors in a diverse range of economic landscapes such as defence, government services, energy, agriculture, finance and logistics with an emphasis on large scale, complex, IT enabled programs of work in Australia and internationally.
Prior to joining Cenitex as CEO, Andrew was CIO at the Victorian Government Department of Families, Fairness and Housing, and was General Manager Project Delivery, within the Commonwealth Government Agency, Services Australia.

Lisiane Barao Macleod

Lisiane Barao Macleod is Chief Operating Officer at the Department of Government Services where she leads the team responsible for delivering the frontline customer services that Victorians and the VPS rely on. Her team also maintains the foundational digital infrastructure and platforms that support efficient, secure and reliable service delivery. Lisiane’s and her team are building DGS to be a sustainable and efficient whole-of-Victorian Government shared services organisation.
Prior to moving DGS, Lisiane was Chief Software Engineer at Services Australia, responsible for all aspects of technology development and implementation. She was instrumental in the development of myGov, and managed large legacy platforms including Centrelink, Medicare and Child Support and government enterprise resource platforms (ERPs).
Lisiane also has experience, leading customer experience, service design and innovation initiatives. She was awarded a Public Sector Medal in 2023 for her leadership for Services Australia’s technology response and for providing guidance to Australian jurisdictions on the creation of electronic vaccination certificates during the COVID-19 pandemic.

John Batho
Deputy Secretary Digital Transformation
Department of Government Services
John Batho is Deputy Secretary, Digital Transformation, with responsibility for accelerating digital transformation for government and making it easier for citizens to engage with government services. The priorities for John and his team span whole of government technology leadership, digital service delivery, ICT shared services, data governance, service transformation and telecommunications.
Prior to helping establish the Department of Government Services, John was Deputy Secretary, Consumer Affairs, Liquor, Gaming and Dispute Services in the Department of Justice and Community Safety. In this role, John led Victoria’s consumer affairs regulator, dispute services functions and led the development and implementation of important Casino, gambling, and liquor regulatory reforms.
John also has experience as Acting Deputy Secretary, Fairer Victoria in the Department of Premier and Cabinet, where he led whole-of-government initiatives to promote diversity, fairness, and inclusion. Earlier in his career, John held a variety of roles in the Victorian Public Service, spanning social policy, legal, governance, intergovernmental relations, and industrial relations.
