Victorian local councils and gender equality: examining the intersections for women from non-English speaking backgrounds

This report launch will be held in-person and streamed online. The event begins in-person at 10:30am with the webinar live stream beginning at 11:00am.

About

This report presents the findings from the 2022 CGEPS grants. This research explored how conceptions of gender equality are informed by an understanding of the experiences of diverse groups of women – in this case, migrant and refugee women in the public sector, specifically local councils. We sought to investigate how the pursuit of gender equality in Victoria, Australia, considers the diversity of women's needs and experiences.

The findings presented in this report are best understood as both a challenge and an opportunity for the Commission, for local councils and for the public sector more broadly. This report prioritises the experiences of migrant and refugee women working in local councils and highlights the systemic barriers to their career progression. The findings highlight the importance of paying specific attention to the experiences of migrant and refugee women. Considering this cohort's diversity of identity and circumstances is crucial while tailoring efforts to improve their workplace experiences.

Dr Niki Vincent

Dr Niki Vincent commenced as Victoria’s first Public Sector Gender Equality Commissioner in 2020. She oversees the implementation of the Gender Equality Act 2020 and plays a key leadership role in promoting gender equality in the community and workplaces.

Dr Vincent has a wealth of experience in gender equality and organisational leadership. This includes serving as the South Australian Commissioner for Equal Opportunity from 2016-2020.

Prior to that, Niki was CEO of the Leaders Institute of South Australia and a member of the Remuneration Tribunal of South Australia. She has established two successful not-for-profit organisations, and has led major programs of academic research.

Niki holds an appointment as an Adjunct Associate Professor in UniSA’s Business School and is a board member of InTouch Multicultural Centre Against Family Violence and the Brave Foundation, which supports teenage parents.”

Dr Hyein (Ellen) Cho

Hyein (Ellen) Cho is a lecturer at the School of Languages, Literatures, Cultures and Linguistics and a lead researcher at the Monash Gender and Family Violence Prevention Centre, both at Monash University. Her two main areas of research expertise are domestic and family violence and the Korean diaspora. Ellen is currently working on a monograph titled ‘Gender, migration and family violence in Australia: The transnational experiences of Korean diasporic women’. Ellen is also leading multiple research projects on gender and family violence that have been funded by different Australian and Korean institutions, such as the Victorian State Government, the Australian National University, the Australian Department of Foreign Affairs and Trades and the Academy of Korean Studies.

Professor Marie Segrave

Marie is an ARC Future Fellow and the former Head of School for the School of Social Sciences in the Faculty of Arts. Marie's work focuses on the intersections of border, migration, exploitation and gendered violence.
