Do you live in the Hollywood Riviera hillside area? Here's something worth knowing. 🏡 You may have heard the term Hillside Overlay Ordinance or HOO. It's Article 41 of the Torrance Municipal Code: a set of local planning rules designed to protect views, light, air, and privacy for homes on hillside properties.
One thing many of our residents may want to be aware of: California state ADU laws can, in certain circumstances, affect how local hillside rules are applied to a nearby project. This has been an active area of discussion at the Torrance Planning Commission level.

The HOO will be on the agenda. If this issue affects your street, this is a good moment to show up and make your voice heard.
