Project Background: Located at the eastern edge of the Santa Monica Mountains, the Topanga Lagoon Restoration Project sits just east of Malibu and encompasses several jurisdictions: Topanga State Park, managed by California State Parks; Topanga Beach, managed by the County Los Angeles Department of Beaches and Harbors; and Caltrans right‑of‑way along Pacific Coast Highway (PCH) and Topanga Canyon Boulevard. The Resource Conservation District of the Santa Monica Mountains serves as the project’s grant manager.
Topanga Lagoon, one of the last coastal wetlands in Southern California, serves as a natural filtration system, stormwater buffer, and habitat for rare and endangered species. The restoration effort aims to preserve and enhance the lagoon’s biological, cultural, and recreational resources. It also seeks to create an integrated approach to coastal access, emergency response, and interpretation, while proactively addressing the impacts of sea‑level rise.
