NISTM is continuing the tradition of presenting Spill Prevention Control and Countermeasure (SPCC) short courses (register here: https://lnkd.in/erG8fEMm ). On April 27, 2026, in Orlando, I will presenting SPCC materials from a different perspective, providing information and insights as a former regulator. The objective of the SPCC short courses is to provide attendees with the tools needed to ensure compliance using innovative cost-effective approaches to SPCC plan development and implementation. The presentation materials have been updated and include insights on understanding applicability, the regulatory requirements, inspections/enforcement, and plan development/implementation.
The SPCC short course is designed for engineers, environmental staff, managers, tank inspectors, plan developers/planners, insurance auditors, regulators, and facility technical staff. While a general understanding of the Oil Spill Prevention rule is helpful, attendees may come with either little to no background on 40 CFR Part 112 or may be experts seeking insights into the complexities of the rule and its implementation. The course will cover rule requirements associated with end use tank owners and mid/downstream oil storage facilities. While the course will not focus on upstream (oil production) requirements, I am always available after the course to address questions or concerns about this unique sector. The course will include time for Q&A and individual discussions of site-specific challenges presented by the attendees.
